Moore is suspected of taking tools from the construction worker's van in the 600 block of S. Second St. on Feb. 1. Police do not have a duty to read the Miranda warnings to a suspect until they take the person into custody for a formal interrogation or place him or her under arrest. If a person speaks to the police voluntarily, the point at which they are obligated to read the suspect the Miranda rights is not always clear. Early Sunday (Oct. 20) morning, three suspects struck one victim with a handgun and took his wallet and cell phone on Beverly Avenue. The suspects, described as black males wearing dark-colored hooded shirts and masks, fled the area on foot.
